Rose L. Hubbard is a family law attorney in Tigard, Oregon. She has practiced law for 37 years as either a sole or small firm.  A significant amount of her practice involves representing children in divorce, which is very rewarding professionally, even if not rewarding financially. She and her husband provide field eye exams and prescriptions for glasses for indigenous rural communities in Oaxaca, Mexico several times a year.

​Now practicing in Oregon, Kylie brings her deep understanding of prosecution strategy to felony criminal defense. She also represents youth in juvenile delinquency matters, drawing on her prior experience handling those cases from the government’s perspective. Previously, Kylie Cin served as a prosecutor in Colorado’s Nineteenth and Eleventh Judicial Districts, working in felony and juvenile delinquency cases. 

Shannon Powell works in criminal defense and personal injury law and has been in his own practice in Beaverton since 2021. He previously practiced at Corbridge Law.  He is a graduate of Willamette University College of Law.  Shannon was selected as a Rising Star by Super Lawyers three times. Shannon belongs to the Oregon Trial Lawyers Association and the Oregon Criminal Lawyers Association.

Victoria Norris is a family law attorney for Harris Velázquez Gibbens. She graduated law from Willamette University. In law school, she worked as a law clerk for the Oregon Department of Justice. Victoria was named a Rising Star by Super Lawyers four times, named a Super Lawyer in 2026, and was named one of Oregon’s Top 10 Family Lawyers Under 40 by NAFLA. She serves on the Washington County Local Family Law Advisory Committee.

Sam began his law career by clerking for the Chief Justice of the Oregon Supreme Court. He then worked in employment defense, including for a nationally large employment litigation company. After nearly a decade, he started AmicusPoint Law LLC, focusing on employment and business law. Sam served as an officer with the National Guard and deployed to Afghanistan for two combat tours and a NATO tour to Kosovo.  

Tucker Rossetto serves as an associate judge for the Beaverton Municipal Court, hearing criminal and traffic cases. Previously, he was a defense attorney with Gilroy Napoli Short Law Group and a deputy district attorney with the Washington County District Attorney’s Office. Tucker also served as a commissioned officer in the Oregon Army National Guard, specializing in military intelligence and electronic warfare.

Sara attended Pacific University for her bachelor's, and she earned her law degree from University of Oregon. She began her career in Hillsboro but has returned to Forest Grove, where her law practice focuses on estate planning, estate administration, guardianships and conservatorships. Sara is a Ducks fan and enjoys visiting national parks with her family.

Jarely was born in Chihuahua, Mexico. Her family moved to Wyoming when she was young. As an undergraduate at Lewis and Clark College, she competed in parliamentary debate and ranked nationally. She earned her law degree at Willamette University. As a first-generation graduate, lawyer, and native Spanish speaker, she uses her Spanish fluency to make legal services more accessible to Spanish speakers.

​Becky retired in 2022 and has been a pro tem judge with the Washington County Justice Court for the last three years. For 17 years, she was at the Washington County District Attorney’s office in the Child Support Division. Over her career, her practice focused on family law, probate, bankruptcy and civil litigation. She graduated from University of Santa Clara Law School. Becky is a past WCBA president.

Reza Khanjan brings 23 years of experience to criminal defense and DUI cases. He is one of the founders of KN Defense Corp, with offices in Hillsboro. Reza is admitted to practice in Oregon State Courts, Washington State Courts, California State Courts and the U.S. District Court.

Trevor grew up in Minnesota and after earning his GED, joined the United States Marine Corps. Trevor became a trial lawyer in 2019, taking appointed criminal defense cases. In 2022, he moved over to the Washington County District Attorney’s office, where he remains. He greatly enjoys both the work and his colleagues. In his time off, Trevor enjoys camping, golfing, playing music and time with his son.

Before joining Reynolds Defense Firm as Chief of Staff, James built a career that combined complex legal work with high-level operational leadership. As an attorney, he handled employment and business litigation, wrote and argued motions, and successfully argued cases before the Oregon Court of Appeals. 

​Amy Gregory joined the Washington County Law Library in 2018. In her role as Law Librarian, she oversees the county’s legal resources and provides essential research assistance to practitioners and the public. Amy is dedicated to modernizing law library services.

Although not a voting member, the law librarian traditionally is a partner to the WCBA and supports its endeavors.
